बाबा साहब डॉ० भीमराव आंबेडकर द्वारा की गई देश ब समाज की सेवाओं के यूं तो अनेक आयाम है लेकिन संविधान निर्माण के वक्त उसकी प्रारूप समिति की के अध्यक्ष के तौर पर निभाई गई जिस भूमिका में उन्हें संविधान निर्माता बना दिया, वह इस अर्थ में अनमोल है कि आज हम अपनी राजनीति में नियमों, नीतियों, सिद्धांतों, नैतिकताओं ,उसूलों व चरित्र के जिन संकटों से दो चार है उनके अंदेशे उन्होंने तभी भाँप लिए थे |
तभी उन्होंने संविधान लागू होने से पहले और उसके बाद इनको लेकर कई आशंकायें जताई और आगाह किया था, कि ये संकेट ऐसे ही बढ़ते गए तो न सिर्फ संविधान बल्कि आजादी को भी तहस-नहस कर सकते हैं।
दुख की बात यह है कि तब किसी ने भी उनकी आशंकाओं पर गंभीरता नहीं दिखाई।
उन्हें नजरंदाज करने वालों से तो इसकी अपेक्षा ही नहीं की जा सकती थी, लेकिन उन्हें पूजने की प्रतिमा बना देने वालों ने भी संकटों के समाधान के लिए सारे देशवासियों में व्यक्ति की गरिमा और राष्ट्र की एकता बढ़ाने वाली बंधुता सुनिश्चित करने के उनके सुझाए रास्ते पर चलने की जहमत नहीं उठाई. इसलिए आज कई बार हमें उनके पार जाने का रास्ता ही नहीं दिखता। गौरतलब है कि संविधान के अंगीकृत , आत्मार्पित होने से पहले 25 नवंबर 1949 को उन्होंने उसे अपने सपनों का अथवा तीन लोक से प्यारा मानने से इनकार करके उसकी सीमाएं रेखांकित कर दी थी।
विधीमंत्री के तौर पर अपने पहले ही साक्षत्कार में उन्होंने कहा था कि यह संविधान अच्छे लोगों के हाथ में रहेगा तो अच्छी सिद्ध होगा, लेकिन बुरे हाथों में चला गया तो इस हद तक ना उम्मीद कर देगा कि किसी के लिए कभी भी नहीं नजर आऐगा
उनके शब्द थे “मैं महसूस करता हूं कि संविधान चाहे कितना भी अच्छा क्यों न हो, यदि वे लोग, जिन्हें संविधान को अमल में लाने का काम सौंपा जाये, अच्छे हों तो संविधान अच्छा सिद्ध होगा ||
उन्होंने चेताया था कि ‘संविधान पर अमल केवल संविधान के स्वरूप पर निर्भर नहीं करता, संविधान केवल विधायिका, कार्यपालिका और न्यायपालिका जैसे राज्य के अंगो का प्रावधान कर सकता है। उन अंगों का संचालन लोगों पर तथा उनके द्वारा अपनी आकांक्षाओं तथा अपनी राजनीति की पूर्ति के लिए बनाये जाने वाले राजनीतिक दलों पर निर्भर करता है।
फिर उन्होंने जैसे खुद से सवाल किया था कि आज की तारीख में, जब हमारा सामाजिक मानस अलोकतांत्रिक है, और राज्य की प्रणाली लोकतांत्रिक, कौन कह सकता है कि भारत के लोगों तथा राजनीतिक दलों का भविष्य का व्यवहार कैसा होगा? वे साफ देख रहे थे कि आगे चलकर लोकतन्त्र से हासिल सहूलियतों का लाभ उठाकर विभिन्न तथा परस्पर विरोधी विचारधाराएं रखने वाले राजनीतिक दल बन जायेंगे जिनमें से कई जातियों व संप्रदायों के हमारे पुराने शत्रुओं के साथ मिलकर कोढ़ में खाज पैदा कर सकते हैं |
उनके निकट इसका सबसे अच्छा समाधान यह था कि सारे भारतवासी देश को अपने पंथ से ऊपर रखें, न कि पंथ को देश से ऊपर। लेकिन ऐसा होने को लेकर वे आश्वस्त नहीं थे, इसलिए अपने आप को यह कहने से रोक नहीं पाये थे। यदि राजनीतिक दल अपने पंथ को देश से ऊपर रखेंगे तो हमारी स्वतंत्रता एक बार फिर खतरे में पड़ आयेगी | संभवतया हमेशा के लिए खतम हो जाए | हम सभी को इस संभाव्य घटना का दृढ निश्चय के साथ प्रतिकार करना चाहिए। हमें अपनी आजादी की खून के आखिरी कतरे के सुरक्षा करने का संकल्प करना चाहिए।
उनके अनुसार संविधान लागू होने के साथ ही हम अंतर्विरोधों के नया युग में प्रवेश कर गए थे और उस उसका सबसे बड़ा अंतर्विरोध था कि वह एक ऐसे देश में लागू हो रहा था, जिसे उसकी मार्फत नागरिकों की राजनीतिक समता का उद्द्देश्य तो प्राप्त होने जा रहा था, लेकिन आर्थिक व सामाजिक समता कहीं दूर भी दिखाई नहीं दे रही थी।
उन्होंने नवनिर्मित संविधान को प्रधानमंत्री और राष्ट्रपति के हाथों में दिया तो आग्रह किया था कि वे जिंतनी जल्दी संभव हो नागरिकों क़े बीच आर्थिक व सामाजिक समता लाने के जतन करें क्योंकि इस अंतर्विरोध की उम्र लम्बी होने पर उन्हें देश में उस लोकतन्त्र के ही विकल हो जाने का अंदेशा सता रहा था। जिसके तहत ‘एक व्यक्ति एक वोट’ की व्यवस्था को हर संभव समानता तक ले जाना थी
उनके कथनों के आईने में देखें तो आज हम पाते हैं की संविधान का अनुपालन कराने की शक्ति ऐसी राजनीति के हाथ में चली गई जिसका खुद का लोकतन्त्र मैं विश्वास असंदिग्ध नहीं है और जो लोकतंत्र की सारी संहूलियतो को अपने आप कर लोकतन्त्र के खात्मे के लिए इस्तेमाल कर रही है।
संविधान भी उसके निकट कोई जीवन दर्शन या आचार संहिता न होकर महज अपनी सुविधा का नाम है। इसलिए तो संविधान के स्वतंत्रता समता, न्याय और बंधुता जैसे उदात मूल्यों से निर्ममतापूर्वक खेल किए जा रहे हैं। और सामाजिक आर्थिक समता लाने के उनके आग्रह के उलट सताओं का सारा जोर जातीय गोलबंदियों को मजबूत करने, आर्थिक संकेंद्रण और विषमता बढ़ाने पर है। यह तब है जब बाबा साहब मूल उद्योगों को सरकारी नियंत्रण में और निजी पूंजी को समता के बंधन में कैद रखना चाहते थे। ताकि आर्थिक संसाधनो का ऐसा अहितकारी संकेंद्रण कतई नहीं हो, जिससे नागरिकों का कोई समूह लगातार शक्तिशाली और कोई समूह लगातार निर्बल होता जाए।
