1. वृद्ध जन नीति :
भारत के संविधान के अनुच्छेद 41 के प्रावधानों के अनुसरण में राजस्थान सरकार द्वारा वरिष्ठ नागरिकों को बेहतर जीवन स्तर उपलब्ध कराने व वृद्ध व्यक्तियों की सुरक्षा के उद्देश्य से 8 दिसम्बर, 04 को ‘राज्य वृद्धजन नीति‘ घोषित की है। भारत सरकार ने जनवरी, 1999 में ‘राष्ट्रीय वृद्धजन नीति‘ की घोषणा की थी।
2. मुख्यमंत्री असहाय पुनर्वास योजना (निराश्रित सम्बल योजना ):
राज्य में ऐसे बेसहारा लोगों को, जो अत्यंत दयनीय परिस्थितियों में आते हैं तथा उनकी देखभाल करने वाला कोई नहीं होता है, सहायता देने हेतु बजट भाषण 2012-13 में एक • नवीन योजना ‘निराश्रित सम्बल योजना‘ आरम्भ करने को घोषणा की गई। इसे वर्ष 2013-14 में ‘मुख्यमंत्री असहाय पुनर्वास योजना‘ नाम दिया गया है। इस योजना के तहत पात्र व्यक्तियों को अधिकतम सिर्फ एक बार 2000/- तक की आर्थिक सहायता उपलब्ध कराई जाती है।
3. प्रधानमंत्री जीवन ज्योति बीमा योजना (PMJJBY):
इस योजना की घोषणा केन्द्रीय बजट 2015-16 में की गई है। यह योजना 1 जून, 2015 से लागू की गई।
इस योजना के तहत केन्द्र सरकार ने 18 से 50 वर्ष तक के लोगों का 330 रुपए के सालाना प्रीमियम पर बीमाधारक की मौत होने पर आश्रित को दो लाख रुपए का जीवन बीमा कवर देने का प्रस्ताव किया है। 50 वर्ष की उम्र से पहले पॉलिसी लेने वाले इसे 55 तक जारी रेख सकेंगे।
इसके लिए आधार कार्ड और उससे जुड़ा बैंक खाता होना जरूरी है।
सरकारी कम्पनी एलआईसी यह स्कीम चलाएगी।
4. प्रधानमंत्री सुरक्षा बीमा योजना:
इस योजना की घोषणा केन्द्रीय बजट 2015-16 में की गई थी। यह योजना 1 जून, 2015 से लागू की गई।
18 से 70 साल का कोई भी व्यक्ति इसका लाभार्थी हो सकता है।
इसके लिए आधार कार्ड और उससे जुड़ा बैंक खाता होना जरूरी है।
हादसे में मृत्यु या पूर्ण विकलांग होने पर 2 लाख का तथा आंशिक विकलांग होने पर 1 लाख रुपये का बीमा कवर।
प्रीमियम 12 रुपए होगा जो बीमाधारक के खाते से कटेगा।
5. अटल पेंशन योजनाः
इस योजना को प्रधानमंत्री द्वारा 9 मई, 2015 को कोलकाता में लांच किया गया। यह 1 जून, 2015 से प्रभावी की गई।
पात्रता: यह योजना सभी बैंक खाताधारकों के लिए खुली है। एपीवाई में शामिल होने की न्यूनतम आयु 18 वर्ष व अधिकतम आयु 40 वर्ष है। इसमें पेंशन प्रारम्भ होने की आयु 60 वर्ष होगी। इस प्रकार एपीवाई के अंतर्गत अभिदाता द्वारा अंशदान की न्यूनतम अवधि 20 वर्ष अथवा उससे अधिक होगी। 60 वर्ष की आयु से पहले योजना को छोड़ने की अनुमति नहीं है, तथापि उसकी अनुमति केवल अपवादजनक परिस्थितियों अर्थात् लाभार्थी की मृत्यु अथवा लाइलाज बीमारी होने पर दी जाएगी।
एपीवाई मुख्यतः असंगठित क्षेत्र के कामगारों पर लक्षित है।
यह भारत सरकार की योजना है जिसका संचालन पेंशन निधि विनियामकीय तथा विकास प्राधिकरण द्वारा किया जाता है।
6. अंशदान स्तर व निर्धारित मासिक पेंशन:
यदि अभिदाता 18 वर्ष की आयु में इस योजना में शामिल होता है तो उसे 1000 रु. प्रतिमाह तथा 5000 रु. के बीच की निर्धारित पेंशन प्राप्त करने के लिए 42 तथा 210 रु. के बीच मासिक आधार पर अंशदान करना होगा। उसी निर्धारित पेंशन स्तरों के लिए यदि अभिदाता 40 वर्ष की आयु में शामिल होता है. तो अंशदान 291 रु. और 1454 रु. की भीतर होगा।
18 से 40 वर्ष की आयु के बीच के स्वावलम्बन योजना के विद्यमान अभिदाताओं को एपीवाई में स्वतः स्थानान्तरित कर दिया जाएगा।
APY स्वैच्छिक आवधिक अंशदान आधारित पेंशन प्रणाली है, जिसके अंतर्गत अभिदाता को निम्नलिखित लाभ प्राप्त होंगे :-
केन्द्र सरकार द्वारा गारन्टीयुक्त न्यूनतम पेंशन राशि: APY के अंतर्गत प्रत्येक अभिदाता 60 वर्ष की आयु के पश्चात् मृत्यु होने तक प्रतिमाह 1000 से 5000 रु. तक (अंशदान के आधार पर) सरकार द्वारा गारन्टीयुक्त न्यूनतम पेंशन प्राप्त करेगा।
केन्द्र सरकार द्वारा पति/पत्नी को गारन्टी युक्त न्यूनतम पेंशन राशि: अभिदाता की मृत्यु के पश्चात्, अभिदाता का जीवन साथी मृत्यु होने के समय तक अभिदाता द्वारा प्राप्त की जा रही पेंशन राशि प्राप्त करने का पात्र होगा।
अभिदाता के नामिति को पेंशन राशि की वापसी: अभिदाता और उसके जीवन साथी दोनों की मृत्यु होने के पश्चात अभिदाता का नामिति, अभिदाता के 60 वर्ष की आयु तक संचित पेंशन राशि प्राप्त करने का हकदार होगा।
APY में अभिदाता का अंशदान मासिक, त्रैमासिक या छमाही अंतराल पर अभिदाता के बचत बैंक खाते से निर्धारित अंशदान राशि के ‘ऑटो डेबिट‘ सुविधा के माध्यम से किया जाएगा।
7. इन्दिरा गाँधी राष्ट्रीय वृद्धावस्था पेंशन योजना केन्द्र
सरकार द्वारा राष्ट्रीय वृद्धावस्था पेंशन के स्थान पर इंदिरा गाँधी राष्ट्रीय वृद्धावस्था पेंशन दिनांक 19.11.2007 से प्रारंभ की गई है। इस योजना के अन्तर्गत भारत सरकार के मापदण्डों के अनपुरूप सूचीबद्ध बी.पी.एल. परिवार के 60 वर्ष व अधिक आयु के व्यक्तियों को पेंशन देय है।
पेंशन दर- 75 वर्ष से कम आयु के पेंशनर को 500 रु. प्रतिमाह एवं 75 वर्ष व अधिक आयु के पेंशनर को 750 रु. प्रतिमाह पेंशन देय है जिसमें 80 वर्ष से कम आयु के पेंशनर को 200 रु. प्रतिमाह एवं 80 वर्ष व अधिक आयु के पेंशनर को 500 रु. प्रतिमाह केन्द्रीयांश तथा शेष राशि राज्य सरकार द्वारा वहन की जाती है।
8. इन्दिरा गाँधी राष्ट्रीय विधवा पेंशन योजना :
केन्द्र सरकार द्वारा इंदिरा गाँधी राष्ट्रीय विधवा पेंशन योजना माह फरवरी, 2009 से प्रारंभ की गई है। राजस्थान में इसे 7.10.2009 से लागू किया गया है। इस योजना के अन्तर्गत भारत सरकार के मापदण्डों के अनुरूप सूचीबद्ध बी.पी.एल. परिवार की 40 वर्ष व अधिक आयु की विधवा महिलाएँ पेंशन की पात्र हैं।
पेंशन दर – 75 वर्ष से कम आयु के पेंशनर को 500 रु. प्रतिमाह एवं 75 वर्ष व अधिक आयु के पेंशनर को 750 रु. प्रतिमाह पेंशन देय है जिसमें 80 वर्ष से कम आयु के पेंशनर को 300 रु. प्रतिमाह एवं 80 वर्ष व अधिक आयु के पेंशनर को 500 रु. प्रतिमाह केन्द्रीयांश तथा शेष राशि राज्य सरकार द्वारा वहन की जाती है।
9. इन्दिरा गाँधी राष्ट्रीय निःशक्त पेंशन योजना :
केन्द्र सरकार द्वारा इंदिरा गाँधी राष्ट्रीय निःशक्त पेंशन योजना माह फरवरी, 2009 से प्रारंभ की गई है। राजस्थान में इसे 24.11.2009 से लागू किया गया है। इसके अन्तर्गत भारत सरकार के मापदण्डों के अनुरूप सूचीबद्ध बी.पी.एल. परिवार के वे निःशक्तजन जिनकी आयु 18 वर्ष व अधिक है, पेंशन के पात्र हैं।
पेंशन दर : 75 वर्ष से कम आयु के पेंशनर को 500 रु. प्रतिमाह एवं 75 वर्ष व अधिक आयु के पेंशनर को 750 रु. प्रतिमाह पेंशन देय है जिसमें 80 वर्ष से कम आयु के पेंशनर को 300 रु. प्रतिमाह एवं 80 वर्ष व अधिक आयु के पेंशनर को 500 रु. प्रतिमाह केन्द्रीयांश तथा शेष राशि राज्य सरकार द्वारा वहन की जाती है।
10. मुख्यमंत्री वृद्धजन सम्मान पेंशन योजना :
55 वर्ष या इससे अधिक आयु की महिला तथा 58 वर्ष या इससे अधिक आयु का पुरुष जो राजस्थान का मूल निवासी हो तथा राजस्थान में रह रहा हो एवं जिसके जीवन निर्वाह हेतु स्वयं एवं पत्नी/पति की नियमित आय का कोई स्रोत नहीं हो अथवा प्रार्थी एवं पत्नी/पति की समस्त स्रोतों से कुल वार्षिक आय 48,000 रु. से कम हो, को यह पेंशन देय है। बी.पी.एल./अन्त्योदय/आस्था कार्डधारी परिवार/सहरिया/ खैरवा जाति के व्यक्तियों को आय संबंधी शर्त में छूट प्रदान की गई है।
पेंशन दर : 75 वर्ष से कम आयु के पेंशनर को 500 रु. प्रतिमाह एवं 75 वर्ष व अधिक आयु के पेंशनर को 750 रु. प्रतिमाह।
11. मुख्यमंत्री एकल नारी सम्मान पेंशन योजना :
18 वर्ष या अधिक आयु की विधवा/परित्यक्ता/तलाकशुदा महिला, जो राजस्थान की मूल निवासी हो तथा राजस्थान में रह रही हो एवं जिसके जीवन निर्वाह हेतु स्वयं की नियमित आय का कोई स्रोत नहीं हो अथवा प्रार्थी की समस्त स्रोतों से कुल वार्षिक आय 48,000 रु. से कम हो, को यह पेंशन देय है। पेंशन दर-1 जुलाई, 2017 से 75 वर्ष से कम आय की पेंशनर महिला की पेंशन 500 रु. से बढ़कर 1000 रु. व 75 वर्ष व अधिक आयु की पेंशनर की पेंशन 750 से बढ़ाकर 1500 रु.. कर दी गई है।
12. मुख्यमंत्री विशेष योग्यजन सम्मान पेंशन योजना :
किसी भी आयु का विशेष योग्यजन व्यक्ति जो 40 प्रतिशत एवं अधिक विकलांगता से ग्रसित हो, प्राकृतिक रूप से बौनेपन या हिंजड़ेपन से ग्रसित हो, जो राजस्थान का मूल निवासी हो तथा राजस्थान में रह रहा हो एवं जिसकी स्वयं की सम्मिलित वार्षिक आय (समस्त स्रोतों से) 60,000रु. तक हो, इस पेंशन का पात्र होगा। बी.पी.एल/अन्त्योदय/आस्था कार्डधारी परिवार/ सहरिया/कथौड़ी/खैरवा जाति के विशेष योग्यजन को आय संबंधी शर्त में छूट प्रदान की गई है।
पेंशन दर- अब 1 जुलाई, 2017 से आयु सीमा समाप्त कर 0-75 की आयु वर्ग के सभी पेंशनरों को 750 रु. प्रतिमाह पेंशन दी जाएगी।
13. मुख्यमंत्री सर्वजन उच्च शिक्षा छात्रवृत्ति योजना:
राष्ट्रीय स्तर की संस्थाओं (आई.आई.एम., आई.आई.टी.) में नियमित अध्ययन करने वाले राजस्थान के सभी वर्गों के छात्रों को वित्तीय सहायता प्रदान करने हेतु नियमानुसार उत्तर मैट्रिक छात्रवृत्ति के रूप में ली जाने वाली कुल अनिवार्य अप्रतिदेय (Non refund. able fees) फीस राशि का 50 प्रतिशत फीस राशि दिये जाने का प्रावधान है। इसके लिए आवश्यक है कि छात्र-छात्रा के माता पिता/संरक्षक की वार्षिक आय 5.00 लाख रुपये से कम हो।
नवजीवन योजना : अवैध शराब के उत्पादन व विक्रय में लिप्त नागरिकों के उत्थान व विकास हेतु इस धंधे से छुड़वाकर उनके पुनर्वास हेतु राज्य सरकार ने वर्ष 2009-10 से ‘नवजीवन योजना‘ प्रारम्भ की है। इस योजना के लिए आबकारी राजस्व की एक प्रतिशत राशि का व्यय किया जाना प्रस्तावित है। राज्य में इस योजना का संचालन 1.4.2011 से सामाजिक न्याय व अधिकारिता विभाग के माध्यम से किया जा रहा है।
